يتناول هذا البحث أثر المشورة على سياسة بني أمية، من خلافة معاوية بن أبي سفيانt (41هـ/661م)، حتى سقوط الدولة الأموية (132هـ/750م)، بنظرة شمولية، فقد مرت الدولة الأموية بكثير من التقلبات والأحداث السياسية المؤثرة على سياسة بني أمية ، كان سببها مشورة عُرضت أو رأي أُخذ به وتم تبنيه من صاحب القرار، سواء على مستوى السلطة العليا (الخليفة)، أو القادة الذين دونه، وكان لتلك الأحداث تأثير مباشر وغير مباشر على السياسة الخاصة والعامة للدولة الأموية، ومن خلال هذا البحث تطرقت لأثر المشورة في محورين رئيسين وهما: أثر المشورة على سياسة بني أمية في العهد السفياني، وأثر المشورة على سياسة بني أمية في العهد المرواني، وقد تناولت فيهما تأثير الآراء على السلطة العليا في صرف الخلافة لبعض الأشخاص، وما نتج عن ذلك من قضايا في تلك الفترة، وأتبعت ذلك بدراسة أثر المشورة في ولاية الولاة، وانعكاسها على السياسة الأموية من قضايا ضد الدولة أو المساهمات الإصلاحية التي قاموا بها تعزيزًا لسلطتها.

This study comprehensively examines the impact of counseling on the Umayyads’ policy from the caliphate of Muʿawiyah (41 AH / 661 AD) to the fall of the Umayyad state (132 AH / 750 AD). The Umayyad state went through many political fluctuations, where most of those events had a direct or indirect impact on the public policy of the state. Furthermore, these events were caused by an advice or opinion adopted by the decision-maker, whether at the level of the supreme authority (the caliph) or the level of his subordinate leaders.

In this study, I examine the impact of such an advice in two main sections, namely: the impact of consultation on the Umayyad Caliphate, and the impact of advice on the governors and its reflection on the Umayyad policy. In the first section, I studied the influence of opinions on the supreme authority in dispensing the succession to some personalities, whether they were crown princes or others. In the second section, I analyze the impact of the advice on the reform contributions to the state, consolidating the Umayyad authority and its expansion, and the issues caused which are detrimental to the state.
